The present demand of government administration, Navy, trade and transport fleet of Russia, require modernisation of existing system to supply the consumers by the specialised cartographic information on the basis progressive geoinformation and telecommunication technologies. The problems of usage most of modem management systems require creation the digital cartographic information and its involving in automated data processing and digital modelling in different coastal and ship systems. The digital cartographic systems become special importance in connection with development of hydrocarbon resources in northern seas, particularly in connection with necessity of surveys and wide scale monitoring of extracting complexes and pipeline systems in Arctic area.

For the last years requests to the information on navigation situation and marine environment in digital form increased considerably. This is demand of perspective navigational complexes and new ship devices.

Having a unique collection of marine navigational and special maps created by results of long-term systematic studies of Arctic basin, the Navy Hydrographic service gives constant attention to perfect the methods of supply the different consumers by cartographic materials. During the last years the series of electronic sea maps are created. These maps contain the digital information, corresponding substance of a map on a paper basis.

From the practical point of view, the digital mapping is a system manufacturing process combining collecting and treating of initial Hydrographic, geophysical and oceanographic data for selected region; forming the digital region model; its reinforcing and upgrading with usage of data bases.

The treating of input data includes 3 milestones of operations:
- Primary treating of surveys materials and data with reduction them to standardised forms;
- Creation the purely digital model;
- Transforming the digital model to a digital map according to required mathematical basis (projection), plotting scale and system of conventional signs (legend).

Basic elements of progressing the digital cartography technologies are:
- Perfecting methods of forming of the digital sea map artworks;
- Advancing of requests digital maps constructing as a fundamentals for further constructing and progressing of geoinformation systems (GIS): development of the standards on classification and encoding of the cartographic information, internals classification of geospace data;
- Perfecting the software product for an improvement the quality of marine digital maps: usage of modern GIS-technologies and software;
- Creation of Cartographers GIS-based Personal computer systems orienting on development and usage of the marine geospace information;
- Development and coordination normative and technological documents for the digital sea maps manufacturing.

The designed technologies have passed approbation at interpretation of marine bathymetric and geology-geophysical data executed by the GNINGI experts at studies on justification the boundary of continental shelf of Russia in Arctic Region.
