Prospects of realizing strategic projects in the Murmansk region |
In developing the scenarios considered the prospects for implementation in the field of individual strategic projects.Comprehensive assessment of external factors affecting the development of the Murmansk transport hub has considered the most important of them:
1 state (environment), the world's major energy markets (European, North American, Asia-Pacific), together consuming more than 70% of hydrocarbons; 2 the main consumers of oil and gas policy in the field of energy conservation, the emergence of new economic, technical and technological solutions, as well as alternative fuels; 3 the rate of modernization of railways, determining the flow of basic goods in the ports of Murmansk Region (bulk, general, part liquid) and the growth of their capacity; 4 measures the Russian Federation in the development of ports in the Baltic Sea, which is due to the lack of specialization and cooperation, natural competitors ports Barents and White seas; 5 tariff policy of OJSC «Russian Railways», including those defined by the dynamics of the nomenclature of goods for the Trans-Siberian railroad and October; 6 climate change and the policy of the Russian Federation in the revival of the domestic shipbuilding industry, particularly ice-class, in the aggregate determine the possibility of reviving the flow of goods on the route from the Northern Sea Route. At the same time, it can be noted shortcomings and limitations in this sphere: 0 lack of clear and reasonable priorities at the state level for the development of oil and gas provinces (Arctic, zapadnosibirskaya, vostochnosibirskaya, etc.), as well as the transportation of hydrocarbon raw materials to major world markets; 1 lack of attractiveness of Russian (northern) ports and the Russian flag for the shipping companies; 2 impreparation some parts Oktyabrskaya railway for the sharp rise freight traffic, due to large-scale development of the shelf and the possible dynamics of general cargo in the program of development of Murmansk transport hub.
